Maybe that's a recent change, since it used to work for me. If you do it instantly, it should end in about 1939. Not very relevant but somewhat relevant: I prefer to make the Great Purge my starting National Focus as the Soviet Union because the penalties last for four years or so, and if you do it too late you'll end up having it carry over into 1940 and enduring the effects during World War II. In fact, I even used the console to switch back to Communism, do the Purge, then return to Fascism, because it triggered a lot of times and no amount of saving and reloading stopped it inevitably getting triggered again at some point. I ignored the Purge and went Fascist in a save file, and the civil war/coup still ended up happening. Worst part about Trotsky in my eyes isn't the civil war, it's losing Konev and Zhukov.
